Two reasons for this could be that there are depressed housing prices due to the amount of houses for sale, and there is less chance of vandalism while the home is occupied. CNNMoney also states that there are redemption periods that give home owners a chance to get their home back by paying off their mortgages. This may also cause a delay in the eviction process.
